2026 Defense Summit Preparations
The Philippines is hosting the 20th ASEAN Defense Ministers’ Meeting with full operational readiness underway. Main ministerial sessions are scheduled for October 28 and 29 at the Mactan Expo Center in Lapu-Lapu City. The city will host 20 ASEAN defense ministers and their eight dialogue partners across four days, with around 500 delegates and guests expected.
Lapu-Lapu City held a final coordination meeting on October 22 to finalize operational requirements. Preparations covered infrastructure, power reliability, traffic management, security, medical services, and emergency response. Presenting agencies included the Department of Public Works and Highways, the tourism department, the airport authority, Mactan Electric Company, and the national grid operator. Mayor Cindi King-Chan cited the city’s prior experience hosting the 48th ASEAN Summit and the ASEAN Tourism Forum 2026.
Key Agenda and Diplomatic Context
Philippine Defense Secretary Gilberto Teodoro Jr. confirmed the South China Sea and the West Philippine Sea will be on the agenda. He stated that a notice was sent to Chinese authorities regarding attendance and that almost all Plus countries are expected to attend. China is one of the eight ADMM-Plus countries, which also include the United States, Russia, Japan, South Korea, Australia, India, and New Zealand.
The ADMM is ASEAN’s main defense cooperation platform among its own members. The ADMM-Plus includes the eight dialogue partners, giving the Cebu meeting more weight than a purely regional session. Secretary-General Kao Kim Hourn will engage in bilateral meetings with Defence Ministers of ASEAN Member States and Dialogue Partners attending the meetings, having been invited by Philippine Defense Secretary Gilberto Teodoro as Chair of the ASEAN Defence sector for 2026.
Attendance alone does not guarantee agreement. Outcomes depend on the joint declaration and progress on working group papers. One chair position at the meeting remains unconfirmed. The Philippine defense department is also dealing with the Sierra Madre dispute at Ayungin Shoal during the same week. The wider ASEAN calendar includes a November summit in Manila and earlier talks on scam hubs and AI abuse in October. The summit's conclusion on October 29 will determine ASEAN's unified stance on South China Sea issues through the joint declaration.
